Accounting Practice Guide

Provision Discounting under German GAAP & IAS 37

Provisions with maturities exceeding one year must not be stated at nominal settlement amounts. Both German GAAP (HGB § 253 (2)) and International Financial Reporting Standards (IAS 37.45) require discounting to present value.

1. Benchmark Interest Rates

Under German statutory accounting, entities are bound to the monthly benchmark rates published by the Deutsche Bundesbank:

  • General Provisions (7-Year Average): Mandatory for long-term warranties, document archiving, restoration, environmental obligations, and litigation provisions.
  • Pension Obligations (10-Year Average): Defined benefit and post-employment obligations apply a 10-year smoothing horizon under HGB § 253 (2) Sentence 2.

2. Strict Separation in the Income Statement

The passage of time leads to an annual increase in the present value known as the unwinding of discount. Under HGB § 277 (5) and IAS 37.60, this effect must be recognized exclusively in the financial result under Interest and similar expenses, protecting operating metrics (EBITDA / EBIT) from distortion.

Frequently Asked Questions

Key Questions on Discounting

Which provisions require discounting?
All non-current provisions with a remaining maturity exceeding 12 months at the balance sheet date. Current provisions due within one year remain undiscounted at nominal value.
Where are official Bundesbank rates published?
The Deutsche Bundesbank publishes monthly interest rate tables for maturities from 1 to 50 years under the Provision Discounting Ordinance (RückAbzinsV). Official tables can be downloaded directly from the Deutsche Bundesbank Discount Rates Portal.
How does an interest rate drop affect earnings?
When benchmark rates fall, the present value of the obligation rises. This write-up must be recognized as an interest expense in the finance result, directly reducing annual net income.
How is next year's interest expense calculated?
The upcoming unwinding expense is calculated by multiplying the closing balance sheet present value by the applicable discount rate.
